4/4 cello Vintage Antique

Description

I brought this to a local fiddle shop. They had a cellist play it for me & I have a video. They took a camera inside & said that the label was removed. It was repaired poorly by the former owner & that repair person might have taken the label.
To me, and I am not a professional, but from looking at other cellos for sale, this one looks like a E.R. Pfretzcchner.
What do you think?
The master luthier at this fiddle shop spent time reviewing my cello and said that it would take 20 - 30 hours of their time to completely restore this cello. They can fix the neck or replace it (since this is an antique, fixing would be a better option & it would be approximately 5 less hours they said to keep the original neck. There are some cracks & some cracks were fixed. I can take more pictures & replace the ones I have taken.
I purchased a hard side case from the fiddle shop yesterday (6/21) and I also picked up a cello sized box so I can ship this if necessary.
You tell me the value & make an offer. I have researched & believe that this is a fair price. This could also be way low & you may know that!
